Governor Abbott Allows for Retail-To-Go Model

Pursuant to Executive Orders Issued on April 17


DENTON, TX, April 22, 2020 – On Friday, April 17, Gov. Greg Abbott announced three Executive Orders that will begin to reopen certain businesses and state parks, ease some surgery restrictions under certain parameters, and aim to reduce further spread of COVID-19 in Texas. Of the three Orders, Executive Order (GA-17) establishes a “statewide strike force” of nationally recognized medical experts and private and public leaders who will advise the Governor on safely and strategically reopening the state. Gov. Abbott is scheduled to announce additional details of the phased strategy to reopen businesses on Monday, April 27.


The first phase of the Governor’s incremental approach to reopening the economy allows for some retail businesses to begin operations on Friday, April 24 using a temporary “Retail-To-Go” model. Businesses operating under this model are required to deliver items to customers’ cars, homes, or other locations. Customers are not allowed to enter the establishment to minimize contact.


The Texas Department of State Health Services (DSHS) has provided guidance to businesses, employees, and customers for the “Retail-To-Go” model. Read the entire DSHS document here.


Employees of non-essential businesses that are re-opening using this “Retail-To-Go” model must follow these guidelines:

• Routinely wash hands, disinfect work areas, and maintain social distance.

• Be screened for illness before coming into the business.

• Upon entering the business, employees must wash or sanitize hands.

• Wear face coverings.

• Wash or sanitize hands after each interaction with a customer.

The guidance does not apply to businesses considered essential that have been able to operate during the Stay-at-Home order.

The City has established an internal team that is closely monitoring updates in regulations and federal, state, and county guidance on the phased strategy to reopen businesses. The team has developed and distributed business outreach guidance and flyers in accordance with the latest Executive Orders for local businesses and major retail stores. In addition to regular site visits, City staff is expanding outreach efforts to provide support to businesses who are resuming operations to ensure they are implementing necessary safety measures.
